The vision of the Directorate of e-Government is to offer public services everywhere all the time through the use of technology. This however cannot be achieved with the low level of computers illiteracy, low penetration of computers and internet usage in Kenya,
It is therefore imperative that the digital divide at the rural and urban centers be bridged for the Directorate of e-Government to execute its mandate effectively. The Kenya constitution 2010 (clause 35) also obligates the Government of Kenya to provide all the information required by the citizens using the available channels of communication. This way the Directorate of e-Government should be able to provide public services at all levels of the society regardless of the location.
It is for this purpose therefore that the Directorate of e-Government in conjunction with the Ministry of Youth and sports came up with the Community Learning Information Centers. This project was supported by the USAID under the Last mile initiatives and its overall objective is to expand rural poor communities’ access to government services using sustainable and scalable telecommunications approaches in order to improve livelihoods and access to development opportunities.
The project is expected to reduce the existing digital divide as well as providing technologies that will deliver sustainable and profitable services to the underserved in the community. In the long run, the project is expected to create a sustainable ecosystem that leverage technology, infrastructure, micro-financing and entrepreneurial experience to provide affordable technology to people in high-growth markets and help develop the skills they need to succeed in modern globalized economies.Thisprogramme is aimed at exploiting opportunities provided by ICTs to support government initiatives to provide services to the citizens and targets a broad range of audience including students/teachers, youth groups, health Workers as well as other professionals, Legal Practitioners, women groups, business Community and Local leaders as well as NGO and government agencies.
