It is against this background that the City Council of Nairobi, in collaboration with the Directorate of e-Government and the Ministry of Local Government, is working on a long term strategy to automate most of its service delivery methods. The Directorate of e-Government (e-Government) was established in 2004 in the Office of the President with the mandate to coordinate and implement ICT initiatives in the Government with the aim of improving service delivery to the citizens and the business community. Since then, it has developed strong foundations for ICT development in the country in the areas of human capacity development, ICT infrastructure and introduction of e-application in government Ministries. Currently a number of ICT initiatives coordinated by e-Government are being implemented in the ministries of Lands, the Judiciary and State Law office among others.
After a series of consultations between CCN, e-Gov and Ministry of local Government, a mechanism was put in place to hire the services of consultant. Through a competitive bidding, the Directorate of e-Government tendered and thereafter awarded a contract to Netcom Technologies Ltd. The purpose of today’s meeting is to officially award the contract to the winning firm.
The purpose of this contract is to develop an Electronic Payment (E-Payment) Strategy that will guide the upgrading of current systems and that will be aligned with the City Council of Nairobi business strategy.
The specific objectives of the consultancy will be to:
- Undertake a review and documentation of the current revenue collection systems and assessing their relevance to overall business needs.
- Propose an Electronic Bill Presentation and Payment Infrastructure that will address the business requirements.
- Prepare technical specifications and bills of quantities for all components of the infrastructure proposed.
- Define phased implementation strategy for the E-Payment infrastructure.
- Prepare budgetary estimates to realize the E-Payment strategy of phase basis.
- Define Change Management issues that must be addressed to transition the staff to effectively administer and utilize the Solutions implemented in the strategy.
The consultant is to complete it is work in sixty days. The process will be overseen by e-Government while the CCN will carry out the implementation of the strategy. It is expected that this strategy will initially be rolled out at the CCN but will over time be implemented in the other local authorities.
