E-GOVERNMENT CAPACITY DIVISION
The e-Government Capacity will perform the following functions:
- Undertake research and innovation on e-Government services
- Perform regular research for the purpose of strategy formulation to ensure global competitiveness (e.g. scan local, regional and global developments and advise DeG leadership on opportunities & threats, evaluate impact to DeG and suggest adjustments to corporate plans & directions)
- Identify and collaborate with suitable partners in research and innovation to promote Kenya at the forefront of e-Government leadership in the East African Community (EAC)
- Provide foresight on the state of ICT developments from within and outside of Kenya, propose strategic directions for way ahead and conduct pilot trials and deployments of emerging technologies that have strategic impact to Kenya’s future development
- Plan, develop and maintain training competency frameworks for DeG staff (including headquarters, ministries and counties ICT officers )
- Oversee implementation of capacity building initiatives on e-Government
- Design and develop annual training roadmaps to equip the ICT officers to perform their jobs more effectively in implementing the annual IT work plan
- Design and develop annual training roadmaps to equip public officers with ICT skills necessary to use technology in their day-to-day work e.g. end-user IT Security, office automation tools, new media
- Design and deliver training roadmaps to equip the citizen to access Government services.
- Organise seminars, workshops and conferences on e-Government for the GoK and the region to cultivate an e-Government mindset and learn how ICT leadership can be used strategically to reform the public sector
- Organise training, workshops and overseas visit programs for e-Government stakeholders
- Identify relevant training programmes and global certifications, contract and manage external vendors to conduct these training and manage the training facilities where applicable
- Provide the training expertise to programme/project teams in the ministries and counties and the Government-Wide Programme Management Office to ensure that the necessary project management disciplines are effectively deployed for sustainable quality and success in implementing projects
- Plan, design and operationalise training/educational programmes for standard application systems (such as emails, office systems) to the government employees to reduce the number of service disruptions and increase their productivity
- Develop and report on training budgets and utilisation
