Citizen Portal

One of the key action points from the Connected Government Summit 2010 was to roll-out a Centralized Portal for integrated delivery of information and citizen services by the Government.


The Citizen Portal avails a one stop access to a range of information resources and online services from various government agencies.


The objective of the portal is to provide an easy-to-reach  and access of government services and information by citizens . It will enable Kenyan citizens living anywhere to seek information on things that would normally require them to visit a Government office.


The Citizen Portal will act as a platform to connect all services and information offered by various government bodies in order to make them easily accessible and available to the citizen.
The level of automation at the government agency determines whether the service is fully online, partially online or available offline, in which case the citizen portal will only provide information about how such services can be fulfilled at the citizen service center or government office.

The Citizen Portal will avail a range of information resources and online services from various government agencies, accessible from a single point that will become the National Portal for Kenyan citizens. Services will be available via a portal service catalog which will be a directory of all services provided by the government. Registered users or citizens will be able to personalize their portal to view information as per their profile requirements and preferences.

The first pilot phase is a provides one channel (web portal) with a limited set of enquiry-type services - the features includes;

  • Functional web-based citizen portal where citizens can register and manage their own profiles.
  • An intergrated email system, for use with the transactional services
  • Save box which provides the user with a secure way to save their documents
  • Enquiry information services from government agencies
  • Directories of the various government ministries, parastatals and other government bodies
  • Publications, online forms etc
  • At least 3 government services available on the portal e.g. KRA and Immigration services.

The pilot will provide feasibility insight for further rollout and exposing additional channels. The Citizen Portal will also host all documents published and issued to the public by Government Departments and Ministries. The Portal will provide important feedback to the citizenry and government alike on various metrics related to delivery of government services. The portal will be highly secure and guarantee strict confidentiality of citizen data where applicable with an aim of total compliance to the latest ISO Standards on cyber security
